Delivering Results for North Carolina

“What do they actually get done in Raleigh?” If you had asked me before 2011, I would have told you, “not much.”

Since Republicans took control of the NC General Assembly, the legislature has been laser-focused on delivering more for our State. That is why North Carolina is growing at such a rapid rate, ranked the best State for business, while also being the greatest place to live. (At least in my humble opinion.)

Since joining the North Carolina Senate, I have worked to deliver responsible government, safer communities, stronger schools and greater opportunities for families across our state. These results reflect a commitment to protecting taxpayers, supporting law enforcement, strengthening education and defending the values that make North Carolina a great place to live, work and raise a family.

Below are just a few of the accomplishments we had in the North Carolina Senate this year:

Protecting Taxpayers and Strengthening Our Economy

We passed a responsible $34.4 billion budget that invests in North Carolina’s priorities while preparing for the future.

The budget:

  • Grows the state’s Rainy Day Fund to $4.24 billion

  • Guarantees additional income-tax relief for North Carolinians

  • Provides a 3% raise for most state employees

  • Provides teachers with an average 8.4% raise

  • Provides most sworn law enforcement and correctional officers with a 13% raise

  • Increases K–12 education funding by nearly $557 million

  • Directs more than $700 million toward Hurricane Helene recovery

  • Expands workforce development and job-training opportunities

Fighting Fraud, Waste and Abuse

Taxpayer-funded programs must serve the people who are legally eligible and truly need assistance. We took steps to protect the integrity of Medicaid by:

  1. Implementing work requirements and requiring applicants to provide proof of eligibility

  2. Conducting more frequent eligibility reviews for Medicaid expansion recipients

  3. Directing the State Auditor to investigate Medicaid fraud, waste and abuse

  4. Requiring the Department of Health and Human Services to verify immigration status

  5. Preventing individuals who are in the country illegally from receiving benefits for which they are ineligible

  6. Keeping Medicaid rolls accurate through regular eligibility checks.

These safeguards ensure that your tax dollars are spent wisely, while preserving services that many people rely on.

Making North Carolina Safer

Public safety remains one of my highest priorities. We strengthened protections for families, crime victims and property owners by:

  • Cracking down on squatters and making it easier to remove them from private property

  • Ending cashless bail for violent and repeat offenders

  • Tightening pretrial release requirements

  • Closing loopholes in the criminal justice system

  • Establishing stronger protocols for mental-health evaluations

  • Supporting efforts to restore the death penalty for the most serious crimes

Our laws should protect victims, hold dangerous offenders accountable and give law enforcement the tools necessary to keep our communities safe.

Protecting Property Owners

North Carolinians should not be taxed out of their homes because of rapidly rising property valuations. During the 2025–26 legislative session, we advanced reforms to bring greater accountability and transparency to the property-tax process, including:

  • Establishing a Senate working group to examine comprehensive property-tax reforms

  • Implementing a one-year moratorium on property-value changes in certain counties while broader reforms are considered

  • Advancing a constitutional amendment to rein in excessive property-tax increases and give voters a greater voice

  • Supporting “Truth in Taxation” requirements when local governments propose tax rates above the revenue-neutral level

Advancing North Carolina Values

The Senate also delivered important policy victories that protect freedom, strengthen families and improve government services. These efforts included:

  • Eliminating DEI mandates in public education

  • Requiring cooperation with federal immigration authorities

  • Holding sanctuary jurisdictions accountable

  • Defining biological sex in state law as male and female

  • Protecting affordable and reliable energy

  • Establishing cellphone-free classrooms

  • Improving DMV services

  • Protecting farmland near military installations from purchases by foreign adversaries

  • Expanding educational opportunities and parental choice

  • Ensuring parents can review materials available in their children’s school libraries

  • Prohibiting state funds from being used for gender-transition procedures

  • Reducing regulatory barriers that contribute to healthcare workforce shortages

  • Increasing prescription-drug pricing transparency

  • Working to lower healthcare costs and end surprise billing

  • Protecting children and communities from dangerous intoxicating hemp products

  • Supporting constitutional carry for law-abiding citizens

I am proud of the progress we have made, but our work is not finished. I will continue fighting for responsible spending, lower taxes, safe communities, strong schools, parental rights and a state government that remains accountable to the people it serves.
